一、竞赛背景

为落实习近平总书记提出的实现老城市新活力的重要指示精神,以及住建部、国家发改委《关于进一步加强城市与建筑风貌管理》的工作要求,进一步提高广州城市设计和规划建设管理水平,促进城市环境品质提升,按照《广州市规划和自然资源局和广州市住房和城乡建设局关于加大优秀设计作品正面引导力度强化城市设计和建筑风貌管理的通知》的有关精神,广州市规划和自然资源局与广州供电局共同组织本次城市变电站景观及功能设计国际竞赛。

International Competition of Landscape and Functional Design for Urban Substations in Guangzhou
Pre-announcement
I. Background
To implement the principles of General Secretary Xi Jinping’s important instructions on revitalizing the historical city, and the work requirements of the Notice on Further Strengthening the Management of Urban and Architectural Appearance of the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission, Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Power Supply Bureau jointly launch the International Competition of Landscape and Functional Design for Urban Substations in Guangzhou (the Competition) pursuant to the Notice of Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Municipal Housing and Urban-Rural Development Bureau on Enhancing the Positive Guidance of Excellent Design Works and Strengthening Urban Design and Architectural Appearance Management, so as to further improve the management of urban design, planning and construction in Guangzhou, and enhance the urban environment quality.

通过搭建国际一流设计竞赛平台,面向国内外知名设计机构和设计大师、社会群众征集优秀变电站景观及功能设计方案,加快推动广州市城市变电站景观与功能设计与城市发展双融合,从源头化解变电站邻避问题,推动一流智能电网建设、营造优质电力营商环境,共建美丽清洁新广州,助力广州经济发展持续在全国走在前列,加快实现老城市新活力,以“四个出新出彩”引领各项工作全面出新出彩。


二、组织架构

本次竞赛主办方为广州市规划和自然资源局与广州供电局。


三、竞赛分组


竞赛分为“院士组”、“专业组”与“公众组”共三个组别,同时面向全球征集变电站景观及功能设计方案。
“院士组”邀请中国工程(科学)院院士,或曾获得“普利兹克”奖的国际建筑设计大师,或同等级别的设计大师团队参加设计。
“专业组”将公开接受国内外专业设计机构参与报名,根据报名设计机构的综合实力、拟投入项目的团队、概念提案等,择优选取设计机构作为参赛单位邀请参与本次竞赛活动。
“公众组”将接受国内外专业设计机构、高校等团体或个人报名参赛,不设参赛数量限制。


四、竞赛范围

(一)院士组
院士组团队将对指定变电站项目进行设计,每个项目将形成不少于两个方案进行评选。

(二)专业组
本次竞赛将选取约15个位于广州市重点地段的500千伏、220千伏、110千伏三种电压等级城市变电站作为竞赛项目,涵盖中央商务区、滨水区、教育院校区等不同区域的现状站改造或新建变电站项目。

(三)公众组

本次竞赛将指定约10个变电站项目作为公众组设计站点。


五、竞赛内容与深度

(一)院士组
入围个人或单位对每处变电站设计包括区位环境分析、设计理念与策划、总体功能设计、总平面设计、建筑设计(包括建筑外立面、建筑功能布局,不含电气部分设计)、室外场地及园林、建设与运维成本说明以及效果表达等。

竞赛成果需达建筑与景观的方案设计阶段深度,成果内容包括说明书与图纸、展示图板、不多于2分钟的多媒体汇报演示文件、1:200-1:500实体模型,具体设计要求以技术文件为准。

(二)专业组
专业组参赛单位分别在竞赛主办方指定的约15个变电站选2处,分别形成概念提案,设计内容包括但不限于设计理念分析、整体空间示意、其他能够表达方案特点、亮点的内容等,每处变电站设计内容不超过5页。竞赛委员会将对参赛单位提交的概念提案等进行综合评审,择优选取约15家设计机构作为专业组入围机构。

每家专业组入围机构按指定分组对约3个变电站项目进行设计,每处变电站需提供1个设计方案。
入围参赛单位对每处变电站设计包括区位环境分析、设计理念与策划、变电站名称、总体功能设计、总平面设计、建筑设计(包括建筑外立面、建筑功能布局,不含电气部分设计)、室外场地及园林、建设与运维成本说明以及效果表达等。
竞赛成果需达建筑与景观的方案设计阶段深度,成果内容包括说明书与图纸、展示图板、不多于2分钟的多媒体汇报演示文件、1:200-1:500实体模型,具体设计要求以竞赛技术文件为准。

(三)公众组

每位参赛者将根据主办方安排,对其中1处变电站进行概念设计,设计以体现创意为主,提交设计说明书与图纸、展示图板。


六、竞赛奖项设置

(一)院士组
院士组个人或机构按技术文件规定报送成果文件并经审查符合本次竞赛要求及具备实施性的,根据变电站分类,每个变电站均获得相应的奖金。

(二)专业组
1.成本补偿费
专业组入围机构按技术文件规定报送竞赛成果文件并经审查符合本次竞赛要求的,根据变电站分类,每个变电站均获得相应的成本补偿费,未通过技术审查或无效的成果不获得成本补偿费。
2.优胜奖金
每处变电站最终选出1个优胜方案。优胜方案将根据变电站分类,每处额外获得相应的优胜奖金。

(三)公众组
每处变电站均设一等奖、二等奖、三等奖、最佳网络人气奖,并设相应奖金,共计奖项不少于50个。


七、竞赛时间

本次竞赛时间为2021年1月至2021年6月。

(一)专业组
2021年1月21日,发布竞赛预公告。
2021年2月7日,发布竞赛正式公告。
2021年3月7日,竞赛截止报名及启动入围单位遴选。
2021年3月12日,向入围单位发布竞赛技术文件,并组织现场踏勘及答疑。
2021年5月20日,各参赛单位提交竞赛最终成果。
2021年5月下旬,召开技术审查与方案评审会。
2021年6月,公布竞赛结果。

(二)公众组

2021年1月21日,发布竞赛预公告。
2021年2月7日,发布竞赛正式公告。
2021年4月30日,竞赛截止报名及提交竞赛最终成果。
2021年5月上旬,开通网络投票通道。
2021年5月下旬,召开方案评审会。
2021年6月,公布竞赛结果。

注:所有时间均以北京时间为准,竞赛主办方或组织方保留调整日程安排的权利。


九、参赛方式

(一)专业组
1、报名条件
(1)本次公开征集报名不设资质限制。
(2)中国境内设计单位须具有独立法人资格,境外设计单位须为在所在地合法注册的设计机构。
(3)同一法定代表人的不同机构(含全资子公司及其控股公司),不得同时报名。
(4)本次竞赛允许联合体参与竞赛,联合体的组成数量不超过两家。
2、报名方式
有意参加竞赛的设计单位在报名截止时间前,将填写好报名登记表电邮至“专业组”联系邮箱,下阶段根据竞赛正式公告的具体要求,补充提交商务文件、概念提案等材料。
3、报名截止时间
报名截止时间预计为北京时间2021年3月7日下午17:00(以正式公告报名时间为准)。

(二)公众组
1、报名条件
参赛者可以设计机构、个人或团队名义进行报名,每组参赛作品署名作者最多不超过5人。
2、报名方式
参赛者在报名截止时间前,将填写好的报名表电邮至“公众组”联系邮箱。
3、报名截止时间
报名截止时间为北京时间2021年4月30日下午17:00(以正式公告报名时间为准)。


十、其他事项


本次竞赛工作中的所有文件及往来信函均使用中文或英文。
本次竞赛工作本身及与本次相关的文件所适用的法律为中华人民共和国法律。
本公告内容若与竞赛正式公告以及技术文件不符,以竞赛正式公告以及技术文件为准。

The Competition aims to establish a world’s first-class platform for design competition and solicit excellent landscape and functional design proposals for urban substations in Guangzhou from established Chinese and international design organizations, design masters and the general public. The goal is to better integrate the landscape and functional design of the urban substations with urban development in Guangzhou, tackle the NIMBY (Not-In-My-Back-Yard) problems of substations from the source, and promote the construction of a first-class smart grid and a high-quality business environment for power industry in the city. Besides, the Competition is also anticipated to help make Guangzhou an attractive and clean city, maintain its national leadership in economy, revitalize the historical districts, and make new progress in all works following the principles of General Secretary Xi Jinping’s remarks on making new progress in four aspects (urban functions, soft power, modern services and business environment) during his inspection tour of Guangdong in October 2018.

II. Organization
The Competition is co-organized by Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Power Supply Bureau.

III. Participant Categories
With three participant categories, namely “Design Masters”, “Professional” and “General Public”, the Competition intends to solicit landscape and functional design proposals for selected substations from global participants.
The Design Masters Category invites teams of academicians of the Chinese Academy of Engineering (/Sciences) (CAE or CAS), international architectural design masters who have won the Pritzker Architecture Prize, or other design masters of equivalent accomplishments.
The Professional Category is open to the registration of Chinese and international design organizations for selection and invitation of eligible participants in view of their comprehensive strength, proposed project team, concept proposals and etc.
The General Public Category is open to the registration of organizations or individuals from home and abroad, including design institutes, universities and etc. No limitation is set on number of participants in this category.

IV. Work Scope
(I) Design Masters Category
Teams from the Design Masters Category conduct design for designated substation projects. Each project is provided with at least two proposals for evaluation.
(II) Professional Category
About 15 substations at the key locations of Guangzhou are selected as design projects for the Professional Category, including 500-kV, 220-kV and 110-kv substations and involving renovation of existing substations and construction of new ones in various areas such as the CBD, the waterfront area, and the educational institution area.
(III) General Public Category
About 10 substations are designated as design projects for the General Public Category.

V. Work Contents and Detail Level
(I) Design Masters Category
The design contents of competition participants for each substation include location and environment analysis, design concept and planning, overall functional design, master planning, architectural design (including façade and functional layout while excluding electrical design), outdoor space and garden, construction/operation/maintenance cost narratives, representation of design effect, etc.
The submitted proposal should be detailed to the architectural and landscape SD level, and the deliverables should include design narratives, drawings, display boards, multimedia presentation file within 2 minutes, and 1:200-1:500 physical model. The specific requirements are subject to the technical documents of the Competition.
(II) Professional Category
Design institutes registered under the Professional Category need to select two substations out of about 15 ones designated by the Organizer to prepare conceptual proposal. The design contents include but are not limited to the design concept analysis, the overall spatial layout, and other contents that can show the highlights and features of the design proposal. Design documents for each substation is no more than 5 pages. The Competition Committee will select about 15 design institutes from this category as competition participants based on comprehensive review on the submitted conceptual proposals.
Each participant conducts design for about three substations of designated group, and submits one proposal for each substation.
The design contents of each substation include location and environment analysis, design concept and planning, overall functional design, master planning, architectural design (including façade and functional layout while excluding electrical design), outdoor space and garden, construction/operation/maintenance cost narratives, representation of design effect, etc.
The submitted proposal should be detailed to the architectural and landscape SD level, and the deliverables should include design narratives, drawings, display boards, multimedia presentation file within 2 minutes, and 1:200-1:500 physical model, with specific design requirements subject to the technical documents of the Competition.
(III) General Public Category
Each participant conducts conceptual design for one substation as arranged by the Organizer. The design mainly present the creative ideas, while deliverables include design narratives, drawings and display boards.

VI. Rewards
(I) Design Masters Category
Individuals or organizations from the Design Masters Category whose deliverables are submitted as required by the technical documents, meet the requirement of the Competition as reviewed and are implementable will be awarded with the bonus for the design of each substation in view of the type of the substation.
(II) Professional Category
1. Cost compensation:
The competition participants from the Professional Category whose deliverables are submitted as required by the technical documents and meet the requirement of the Competition as reviewed will receive the cost compensation for the design of each substation in view of the type of the substation, and those whose deliverables fail the technical review or are invalid will not receive the cost compensation.
2. Bonus
For each substation, one winning proposal will be selected and be additionally awarded with the bonus in view of the type of the substation.
(III) General Public Category
A minimum of 50 prizes with corresponding amount of bonus are set up for the Competition, including the First Prize, the Second Prize and the Third Prize for each substation, and the Best Online Popularity Award.

VII. Schedule
The Competition will last from January 2021 to June 2021.
(II) Professional Category
January 21, 2021: Release of Pre-announcement
January 31, 2021: Release of official announcement
March 7, 2021: Deadline for registration and start of participant shortlisting
March 12, 2021: Release of technical documents to shortlisted participants, Q&A and site visit
May 20, 2021: Submission of design proposals
Late May, 2021: Technical review & proposal evaluation meeting
June, 2021: Announcement of competition result
(II) General Public Category
January 21, 2021: Release of Pre-announcement
January 31, 2021: Release of official announcement
April 30, 2021: Deadline for registration and submission of design proposals

Note: All time and dates are subject to Beijing Time. The Organizer or Co-organizer reserves the right to change the above schedule.

IX. Means of Competition
(I) Professional Category
1. Registration Requirements
(1) No qualification threshold is set for the registration of the Competition.
(2) Design institutes from the Chinese Mainland must be independent legal entities, and those from the outside of the Chinese Mainland must be design offices legally registered in the corresponding country/region.
(3) For different institutes with one same legal representative (including its wholly-owned subsidiaries and its holding company), only one is allowed to register for the Competition.
(4) Registration in name of consortium is acceptable, while each consortium should have no more than two members.
2. Means of Registration
Interested parties shall send the completed registration form to the email address designated for Professional Category by the deadline, and submit such additional materials as commercial documents and conceptual design proposals in the subsequent stage according to the requirements of the official announcement.
3. Deadline for Registration
Registration will be closed at 17:00pm, March 7, 2021 (Beijing Time) (subject to the schedule specified in the official announcement).

Interested parties shall send the completed application form to the email address for General Public Category by the deadline.

X. Other Matters
All documents and correspondence relating to this Competition are written in Chinese or English.
The laws of the People’s Republic of China are applicable to the Competition and the relevant documentation.
Any inconsistency between this Pre-announcement and the official announcement is subject to the latter and technical documents.
