此次开放的国际竞争的目标是征集白塔寺社区胡同里的公共空间的设计作品。入围作品将在北京设计周期间模拟搭建,由专业评审团及附近居民评选出获奖作品,作为白塔寺社区、北京的老城区复兴甚至整个中国古城镇发展的参考模板。

1.设计大赛

作为白塔寺再生计划的一部分,在2016白塔寺庭院设计国际竞赛之后。2017年,白塔寺改造工程和新街口街道办事处联合再次推出这个设计竞赛。

庭院更新国际设计竞赛将在2017举办。特点是
“特定地点”+“具体问题”+“实地应用”

设计任务主要集中在白塔寺附近胡同里的公共空间,旨在通过设计解决旧城镇存在的问题,改善居民和社区生活环境,进一步使白塔寺附近的胡同景观更好,优化住宅和旧城镇和老城区清爽的邻里生活状态。

这种开放的国际竞争的目的是收集在白塔寺附近的胡同里的公共空间设计作品。入围作品将在北京设计周期间模拟搭建,获奖作品将由专业评审团及附近居民选择将提供作为白塔寺社区、北京的老城区复兴甚至整个中国古城镇发展的参考模板。

1. Design Competition
As a part of BAITASI Remade Project, following the Baitasi Courtyard Renewal International Design Competition in 2016, Baitasi Remade Project and Xinjiekou Sub-district Administrative Office unite again to launch a design competition in 2017.
The characteristics of Courtyard Renewal International Design Competition will remain for this design competition in 2017.
“Specific Locations” + “Specific Issues” + “Field Application”
The design task focuses on the public space of Baitasi neighbourhood and hutongs, aims at solving problems existing in old towns through design proposals, improving living environment for residents and the neighbourhood, further making the landscape of hutongs in Baitasi neighbourhood better, optimizing the residence and living state of old towns and refreshing neighbourhood of oldtowns.
This open international competition aims to collect design works of public space for hutongs in Baitasi neighbourhood. 3、方案征集题目

设计展
妙应寺白塔曾经是元朝的首都大都的地标,现在是现代北京二环内一个地标性的建筑。白塔寺在妙应寺附近,其历史可以追溯到元代,是北京中心城区的重要历史街区。白塔寺周边地区,有近800年的历史,使胡同的纹理,外观和格局都一样。白塔寺周边地区,有历史深度和文化内涵,已成为北京最具特色的街区,已被列入北京旧城33片历史文化保护区。

同时,白塔寺附近有许多危房。白塔寺周边地区的特点是人口密度高,公共设施缺乏,日益恶化的街区风貌。因此,胡同的外观和环境迫切的需要改造。白塔寺改造计划在2015正式提出,旨在通过设计手段建立一个长期的方式提高社区生活质量、振兴地域文化、更新旧城镇。
2017年《西城区背街小巷环境整治提升三年专项行动计划》提出,全面改造和提升西城区的小巷应实施创造一个“美丽的三年专项行动计划、文明有序的“胡同环境。同时,该计划还规定了与环境整治和改善有关的“十有十无”标准。

在上述背景下,为进一步改善白塔寺周边的胡同里的环境和景观,民生与建设管理综合水平,利用白塔寺改造计划进行工作和延长工作路径试图为“现场改善”、“设计展”项目解决“现场改进”的问题,以便有实际的先导效果,去面对以后挑战性的创意和设计,并参与当地居民的区域公共建设。

设计展旨在处理与居民生活、自然和文化环境相关的实际需求,塑造改善公共空间的主要设备和结构、公共设施、城市家具、环境节点和景观元素,以满足小区管理处和居民提出的特定要求,建立一个平台,解决实际民生问题。类似的在胡同环境的景观和住宅设计竞赛、设计和改造,改善了胡同的环境和外观,创造了适宜的居住区,同时探索和提高了古城镇胡同和小巷更新和保护的方法。

这项活动旨在收集胡同的公共空间的设计方案。满足实用要求的可行的候选项目,将委托第三方进行现场实施,并可作为振兴发展在白塔寺附近的参考,更广泛的老城北京乃至整个中国的古城镇。

3. Competition Subject
Design Fair
White Pagoda (Baita) of Miaoying Temple (Miaoying Si) was once the icon of the Yuan Dynasty’s capital, Dadu, and now is an architectural landmark within the Second Ring Road of modern Beijing. The Baitasi neighbourhood surrounding the MiaoyingTemple, whose history can be traced to Yuan Dynasty, is one of the important historic blocks in the central urban area of Beijing. Baitasi neighbourhood, with a history of nearly 800 years, keeps the texture, appearance and pattern of hutongs as ever. Baitasi neighbourhood, with historical profundity and cultural connotation, has become a most characteristic block in Beijing and has been listed among 33 historical and cultural protection areas of the old town of Beijing.
At the same time, there are many dangerous old single-story houses in Baitasi neighbourhood. Moreover, the Baitasi neighbourhood is featured with high population density, lack of public facilities, increasingly worsened regional appearance. Therefore, the appearance and environment of hutongs need to be renovated urgently. BAITASI Remade Program was formally put forward in 2015 and aimed to establish a long-term mode for improving quality of life in the neighbourhood and reviving regional culture through updating old towns by the means of design
“Three-Year Special Action Plan of Renovating Alleyway Environment in Xicheng District” of 2017 specifies that all-around renovation and improvement for alleys in Xicheng District should be implemented to create a “beautiful, civilized and orderly” alley environment. Meanwhile, the plan also specifies the “ten things to do and ten things not to do” standard related to environment renovation and improvement.
In the above context, to further improve the appearance, environment and landscape for hutongs in Baitasi neighbourhood, livelihood for people and overall quality for construction and administration, to take advantage of work carried out by BAITASIReMade Program and to extend working path for “on-the-spot improvement”, the “Design Fair” project attempts to solve the “on-the-spot improvement” problems so as to have a practical pilot effect, to face challenges with creative ideas and design, and to involve local residents in the regional communal construction.
Design Fair aims to deal with practical demands related to residents’ life, natural and cultural environment, shaping and improvement of public space, focuses on fixtures and structures, public facilities and urban furniture, environment nodes and landscape elements, meets the specific requirements put forward by the sub-district administration office and residents, establishes a platform for livelihood, solves practical problems related to landscape and residential environment in hutongs through design competition, design and reconstruction, improves the environment and appearance of hutongs, creates neighbourhood suitable for living, and at the same time explores the ways of improving update and protection of hutongs and alleys in old towns.
This activity aims to collect design schemes for public space of hutongs. Feasible shortlisted projects s which meet practical requirements will be entrusted to a third party for field implementation, and will be made available as reference of the revitalization development in the Baitasi neighbourhood, the broader old-town area of Beijing and even in old towns throughout China.

4. 作品提交

语言和测量单位
方案提交的正式语言为中文和英文(标题和主要设计说明的语言必须包括英文)。来自中国大陆的参与者可以同时提供中文和英文图纸,而来自香港、澳门、台湾以及海外人士可以提供中英文图纸。请以电子形式提交图纸及相关文件。测量单位是公制单位。

要求和规格
(1)规格:请以横向420mm×297mm图幅绘图。每项工作必须由4幅图纸组成。成果放在一个PDF文件提交(4图),总文件大小不得超过20MB,并且文件名应登记号码;请标明“注册号- Hutong No.(A,B,C等)-图号(1,2,3…)”,如(0451-g-1),使用15mm高字体写在每张图的左上角。
(2)内容:中文和英文设计说明应在明显的位置说明胡同的设计位置,并应列出相关经济指标和成本估计;每张图纸必须包括平面、立面、剖面、轴测图或透视图;对公共设施和城市家具设计的胡同,每个绘图应包括主视图,和其他三视图,布局图或全景图,并可包括分析图、效果图、详图、模型照片,等等。

入围作品要求
(1)入围作品,在进一步设计后,必须使用自选的简单材料,预算在有限的模拟,在9月22日之前提交。
(2)展览建设将于10月8日拆除。


5. 方案提交程序

(1)这是一个公开注册和开放式的方案征集的公开竞争。对参与者没有资格限制。你可以个人申请,也可以团体申请。对每组成员的数量没有限制。您的姓名须符合设计小组资料确认书要求。
(2)每个小组只能指定一名联系人。
(3)通过百度云(http://pan.baidu.com/s/1o8DMBHK)下载报名表,设计团队信息确认函,独创性声明及授权书,现状材料及相关的图纸。
(4)报名截止日期为2017年8月1日,报名费为人民币300元/组。详情见汇款登记表。付费后,你会得到唯一的注册号码。一旦支付费用,将不会返回。
(5)请将报名表的电子版及报名费的交易发票寄至报名处,邮箱:baitasi2017 @ 163 .com,并检查登记号码,在电子邮件发送到您的电子邮件地址后两星期内回复,即可注册成功。
(6)参赛者必须提交下列电子文件:设计图(PDF)、设计团队信息确认信的扫描副本(PDF)、原始文件的扫描件(PDF)和授权书。请写“2017bts +注册号”在邮件的标题发送到电子邮箱地址:baitasi2017@163.com.the提交期限为2017年8月18日上午10点(北京时间)。组委会不接受纸质版作品。
(7)评委会给作品评分,入围的作品将根据结果选择,并在2017年9月1日公布。
(8)入围作品将在网站模拟建设,且获奖名单将在北京国际设计周期间的最终评审会议公布。
(9)如果你有关于方案提交的任何问题,请通过电子邮件发送给baitasi2017@163.com,组委会将尽快回复。


6. 规则

  • 参加本次比赛的个人或团体将被视为同意并遵守比赛的内容和规则;组织委员会保留解释这些规则的最终权利;
  • 参赛者必须在提交图纸的截止日期前提供图纸的最终电子版。电子图纸不得包括与设计人员姓名、设计单位或工作单位有关的文字、图案;违反规定者将被取消资格;
  • 作品不可同时报送其他比赛或公共活动;作品被用于其他设计竞赛创意公布在公共场合,将不得用于本次比赛的提交;
  • 与参赛作品有关的图画和图片不能侵犯他人的版权;任何由此引起的争议应由侵权竞争者承担责任,否则将被取消资格;
  • 参赛者保留其参赛作品的署名权;但竞赛组织者和赞助商有权在比赛作品行使署名权以外的著作权;
  • 评审团成员必须不得注册或注册为学生在竞赛中的导师,否则由陪审团成员监督的团队将被取消资格。

9. 奖品

比赛将选出三名优胜者。获胜的队伍将获得人民币20000元及获奖证书;他们的作品将刊登在世界建筑杂志。
所有入围作品的设计者将获得4000元的施工模拟基金和获奖证书;并将他们的作品发表在世界建筑杂志。


10. 实施工作

入围作品将在北京设计周进行模拟实施。如果他们符合街道的需要,他们的实施将得到进一步的委托。

白塔寺改造项目
作为白塔寺改造的一部分,主办方将举办国际设计比赛以使白塔寺附近得到提升。

关于白塔寺
Baitasi(白塔寺)是一个占地约37公顷的历史文化保护区,位于北京西城区金融街。北面是西直门的商业区,西面是阜成门商业区和三里河行政区。西单、西四购物区毗邻寺庙,在它的东面。白塔寺始终是北京市中心被众商圈包围的拥有丰富文化遗产的绿洲。

白塔寺历史文化保护区可以追溯到元朝,并保存至明清。它是潮富路的西起点,在首都,有着丰富的文化内涵和深厚的历史底蕴。该地区是北京最古老的景点,包括在元朝建立的妙应寺(白塔寺);佛教文本档案;建立在哲学家鲁迅故居的博物馆;花、鸟、鱼、虫市场等。在这一地区还能看到一些民国时期的四合院,体现了中西建筑风格的融合。而西城区则是反映古老文明的文化和中国的伟大思想家的家园,白塔寺历史文化保护区有着重大的历史意义;然而,不幸的是,许多地区旧的低层住宅缺乏市政基础设施,面临的现代的挑战。

关于白塔寺改造
白塔寺坐落于北京一个旧的低层住宅区,是首都所剩的最后一个传统民居区。目前正在探索各种备选方案,为城市改造和社区复兴提供一条可供选择的途径。

随着社会的进步,人们已经认识到,一般的北京城市核心的大规模拆除和建设已不再可行。取而代之的是,小规模、有机的装修模式正吸引着更多的关注并被使用。承担主要任务的北京华容金鹰投资发展公司的“白塔寺改造”项目是希望借助公众参、示范企业和政府领导建立一个新的居住模式。希望能建立一个人口可持续的,物质空间丰富,基础设施升级,公共环境重新设计的社区模板,从而促进整个区域的文化复兴。同时保持胡同街区的独特性和传统院落的居住功能。“白塔寺改造”将注入新的设计元素以及文化创意模式来创建一个新的文化区,全面整合传统、创新和风格。

Design Requirements
Understand the background, infrastructures and practical living requirements of Baitasi neighbourhood, choose one hutong from the eight hutongs, and carry out design for the chosen hutong according to its specific requirements and status.

4. Submission of works
Language and measuring unit
The official languages for scheme submission are Chinese and English (the languages of the title and main design specification must include English). Participants from Mainland China can provide drawings both in Chinese and English, while those from Hong Kong, Macau and Taiwan as well as the overseas participants can provide the drawings in English. Please submit the drawings and relevant documents in electronic form. The measuring unit is the metric system.

Requirements and specifications
(1)        Specification: Please lay out horizontally in the drawing format of 420mm×297mm. Each work must be composed of 4 drawings. The result shall be submitted in a single PDF document (including 4 drawings), the total file size shall be less than 20Mb, and the file name shall be the registration number; please mark the “Registration No.-Hutong No. (A, B,C…)-Drawing No. (1,2,3…)”, e.g. (0451-G-1) with 15mm-high font at the top left corner of each drawing.
(2) Contents: The Chinese and English design specifications shall indicate the Hutong location of the design at obvious position, and shall list relevant economic indicators and the cost estimation; each drawing must include the plan, elevation, section, axonometric projection or perspective; for the public articles and urban furniture design of the hutongs, each drawing shall include the main views, three orthographic views, utilization diagram or scene graph, and can include the analysis chart, renderings, detailed drawing, physical model photo, etc.

Requirements on shortlisted works
The shortlisted works, after being further designed, should be constructed in simulation with self-selected simple materials within limited budget before September 22.
(2) The exhibition construction will be dismantled on October 8.

5. Scheme submission procedure
(1) This is an open competition with open registration and open scheme collection. There are no qualification restrictions to the participants. You can apply personally or as a group. There is no restriction to the number of members in each group. Your names are subject to those on the design team information confirmation letter.
(2) Each team shall specify only one contact person.
(3) Download the registration form, design team information confirmation letter, originality declaration and letter of authorization, site materials and relevant drawings via Baidu Cloud (http://pan.baidu.com/s/1o8DMBHK).
(4) The deadline for the registration is August 1, 2017, and the registration fee is RMB 300/group. See the registration form the detailed remittance information. After the fee is paid, you will get the unique registration number. Once the fee is paid, it will not be returned.
(5) Please send the electronic editions of the registration form and the transaction invoice of the registration fee to the registration email address: baitasi2017@163.com,and check the registration number in the reply email sent to your email address within two weeks after the registration succeeds.
(6) The competitors must submit the following electronic files: drawings (PDF), scanned copy (PDF) of the design team information confirmation letter, scanned files(PDF) of the originality declaration and letter of authorization. Please write “2017BTS + Registration No.” in the title of the email sent to the email address: baitasi2017@163.com.The deadline for the submission is 10:00a.m., August 18, 2017 (Beijing Time). The Organization Committee will not accept works in paper edition.
(7) The Jury will score the works, and the shortlisted works will be chosen based on the result, and announced by September 1, 2017.
(8) The construction of the shortlisted works will be simulated on the site, and the winners will be announced at the Final Review Meeting during Beijing International Design Week.

6. Rules
  • Individuals or groups registered for this competition will be considered as agreeing with and abiding by the contents and rules of the competition; the Organization Committee reserves the final right to the interpretation of these rules;
  • The competitors must provide the final electronic edition of the drawings by the deadline for drawing submission. The electronic drawings must not include any text or patterns related to the designer’s name, institute or working unit; those which violate the rules will be disqualified;
  • The works must not be submitted to another contest or public event at the same time; works which were used on other design competitions or creative ideas published on other public occasions must not be used for the submission for thiscompetition;
  • Drawings and images related to competition submissions cannot infringe on the copyrights of others; responsibility for any such resulting controversy shall be taken by the infringing competitor, who will be disqualified;
  • Competitors retain the right of authorship of their competition works; however,competition organizers and sponsors have the right to exercise copyrights other than authorship rights over competition works;
  • The Jury members must not register or be the tutors to students register in thecompetition, and the teams supervised by the Jury members will be disqualified.

9. Awards
Three winners will be selected. The winning teams will be awarded with RMB 20,000 and an Award Certificate; their works will be published in World ArchitectureMagazine.
The designers of all shortlisted works will receive RMB 4000 as the construction simulation fund and the Award Certificate; and their works will be published in World Architecture Magazine.

10. Implementation of works
The implementation of the shortlisted works will be simulated in Beijing Design Week. If they meet the needs of the streets, their implementation will be further entrusted.

BAITASI Remade Project
As a part of BAITASI Remade, the organizers will hold an international design competition to improve the BAITASI neighbourhood.
About BAITASI
Baitasi (the White Pagoda Temple) is a historical and cultural preservation zone covering about 37 hm2 located just across Beijing’s Financial Street in Xicheng district. To its north is the Xizhimen business district and to its west is the Fuchengmen commercial area and the Sanlihe administrative district. The Xidan and Xisi shopping areas border the temple to its east. Baitasi remains a peaceful cultural oasis for the public in the heart of new Beijing.
The Baitasi Historical and Cultural Preservation Zone can be traced back to the Yuan Dynasty and is preserved to this day through the Ming and Qing dynasties. It is the western starting point on the route to Chaofu, across the capital, and has a profound historical heritage with rich cultural connotations. The area is home to Beijing’s most ancient attractions, including the MiaoyingTemple (the White Pagoda Temple) constructed during the Yuan dynasty; the Archive of Buddhist Texts; the Lu Xun Museum built around the former residence of the philosopher; and the flower, bird, fish, and insect market. In the area are also seen a few republican-era courtyards reflecting a mix of Chinese and Western architectural styles. While the Xicheng district reflects ancient and civic culture and the homes of China’s great thinkers, the Baitasi Historical and Cultural preservation zone carries with it substantial historical significance; yet, unfortunately, many of the area’s old low-rise homes are lacking in municipal infrastructure and faced with modern challenges.  

About BAITASI Remade
Baitasi is located in an old low-rise residential district of Beijing, one of the last remaining traditional residential areas in the capital. Currently, options are being explored to provide an alternative path for urban renovation and community revival.
With societal advancements, people have realized that standard large-scale demolition and construction of Beijing’s urban core is no longer viable. In its stead, small-scale, organic renovation models are attracting greater attention and use. The main objective of the Beijing Huarong Jinying Investment & Development Company’s “Baitasi Remade” project is to establish a new model for local residents with the aid of public participation and model enterprises and government leadership. It hopes to establish a sustainable population, revitalize the physical spaces, upgrade to basic energy sources, and re-engineer the public environment, thus fostering a cultural revitalization of the region as a whole. While maintaining the unique character of Hutong neighbourhoods and the residential functions of traditional courtyards, “Baitasi ReMade” will inject new elements of design as well as cultural and creative models to create a new cultural district comprehensively integrating tradition, innovation, and style.
